encoding and time stamp text at top of page

this is displayed at the top of every page, even when browsing without being logged in:

I can't seem to find where I can turn that off.

Just to keep the information available ..
vti_ folders are created by Frontpage to manage a different method of handling links and forwarding which is incompatible with bitweaver and a number of other CMS systems. The only way to get these systems working is to disable Frontpage and remove any additional files and folders Frontpage has added to the code base.

Oh man, yeah. I've got one client that used a web novice admin assistant to throw their site up. The novice used MS Word and FrontPage to build it.

An html page with one sentence in it has about 3k of IE-specific, non-W3C compliant, boilerplate.

I've been campaigning for them to let me rebuild the site according to _strict standards, but no dice. I'm starting to dread seeing their phone number on CallerID.
