Quote Reply in Boards not working

Whenever I try to to do a quote reply on a boards post, it creates a reply with code

{quote format_guid="tikiwiki" comment_id="1" user="user"}text{/quote}

but when the comment is posted, instead of turning into a quote, it just displays the above as plain text. Any ideas as to what is wrong?

is the quote plugin enabled in the liberty admin settings?
