Image upload/thumbs generation

I can upload a file and the thumbs are generated. But if I try to view the file the image is a broken link.
If I place another file (e.g. a gif) in the correct folder:

link //mydomain/storage/users/2/2/images/16/thumbs/sample.gif
the gif is browse-able and I see it in Firefox.
I can also get to the file system and see the jpgs generated and see the actual image
but if I try to browse to
link //mydomain/storage/users/2/2/images/16/thumbs/avatar.jpg
or large or any other jpg generated by BW, all I get in the browser is a repeat of the URL and not the image.
I've never seen this before anywhere.
link //mydomain/storage/users/2/2/images/16/thumbs/avatar.jpg
in the address and
link //mydomain/storage/users/2/2/images/16/thumbs/avatar.jpg
in the browse tab
I can only imagine that the jpg file is not being generated with the correct header content to allow the browser to interpret the image correctly but in windows explorer, the image is viewable and also in Windows Picture and Fax Viewer utility. The source file was a tif which generated the jpg files.
Any ideas?
