language fallbacks

I tried playing with BW2RC3 and pretty soon found out that many packages lack language support. Yes, their interface can be translated allright, but this is defenitely not enough to be able to use them. For example, what's the use of translated interface of Search package if it can't search for non-latin text in pages correctly? Or PDF package that has no fonts other then Latin1? Or friendly links, looking very unfriendly if the page title contains non-latin images? Or tags that tag only in latin1?
