History of Mail Authentication patch

preliminary patch for implementing mail auth, could use some help on fully implementing this within bw. thanx

tested on at least bw 1.3.1

Updated patch to add a check if user exists in auth or tiki and provide the appropriate actions, however, still seeing login failures :(
