User Themes, Layout

I have set to allow users to change their layout and theme in "users Settings" On the user's profile there is a pull down menu for themes but nothing is in this box. How do I give the user access to both themes and Layouts?

In bw 2.7 the options for Allow Users to change their layout are - Never & Just for Their Homepage.

Layout changes sitewide aren't an option, if that's what you're trying to allow...
