Is there a way to point a link on one page to an anchor 'point' on another page entirely?

This is a good question... I know only Wikipedia (MediaWiki?) syntax though - refereing with a "#" sign (PageName#ChapterTitle).

true, but i think there was an error in the code in the older version. 
((Wiki Page#Anchor|Page Description))
works now.
