Enhancing attachments and WikiBook TOC

I needed to add a couple of enhancements to the display of image attachments in wiki pages, and in the { toc} for WikiBooks, namely:
1. On attachments, link to the view_item page instead of downloading the raw image (a la wikipedia).
2. On attachments, show the description if it exists
3. In the show the page description if it exists
I was able to do all of these by hacking data.attachment.php, LibertyStructure.php, and data.attachment.php. I realize that this is not the "nice" way to extend bitweaver, and I will certainly have headaches every time I upgrade. What would be the proper way to do this with a new plugin or module?
By the way, is there any interest in adding this to the bitweaver core, perhaps as options to the { attachment} and { toc} tags?
